2）鼓勵節(jié)能政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購屬于國家公布的節(jié)能清單中產(chǎn)品。
3）鼓勵環(huán)保政策：在性能、技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購國家公布的環(huán)保產(chǎn)品清單中的產(chǎn)品。
4）落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目（■是□不是）專門面向中小企業(yè)采購，評審時小微企業(yè)產(chǎn)品均不執(zhí)行**%價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。

(b)Qualification requirements to be met to implement government procurement policies:1) Compulsory purchase of energy-saving products policy: compulsory purchase of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policy: under the same conditions of technology, service and other indicators, priority procurement belongs to the energy-saving list of products published by the state. 3) Encourage environmental protection policies: under the same conditions of performance, technology, service and other indicators, give priority to the purchase of products in the list of environmental protection products published by the state.

(c)本項目的特定資格要求：（1）須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目（不接受）分公司以自己名義參加采購活動）；
（2）本項目僅面向中小企業(yè)（含中型、小型、微型企業(yè)）采購。
（3）本項目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:(1) It must be a legal person or unincorporated organization legally established in China (this project (does not accept) branch to participate in procurement activities in its own name); (2) This project is only for small and medium-sized enterprises (including medium-sized, small and micro enterprises) procurement. (3) Subcontracting is not allowed for this project.
