（1）本次磋商需要網(wǎng)上響應(yīng)，供應(yīng)商必須獲得上海市電子簽名認(rèn)證證書（CA認(rèn)證證書）；
（2）供應(yīng)商具備有效的營業(yè)執(zhí)照及有效的安全生產(chǎn)許可證；
（3）供應(yīng)商具有電力工程施工總承包三級及以上資質(zhì)或輸變電工程專業(yè)承包三級及以上資質(zhì)；
（4）供應(yīng)商具有承裝（修、試）電力設(shè)施許可證（等級為四級及以上）；
（5）項目負責(zé)人具有機電工程二級及以上專業(yè)注冊建造師執(zhí)業(yè)資格；
（6）提交響應(yīng)文件截止之日前三年內(nèi)，在政府采購活動中無不良行為記錄；
（7）公司資產(chǎn)狀況良好，具有履行合同所必需的設(shè)備；依法繳納稅收和社會保障資金，具有良好的商業(yè)信譽和健全的財務(wù)會計制度；
（8）法人依法設(shè)立的分支機構(gòu)以自己的名義參與磋商時，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機構(gòu)在其經(jīng)營范圍內(nèi)參加政府采購活動并承擔(dān)全部民事責(zé)任的書面聲明。法人與其分支機構(gòu)不得同時參與同一項目的采購活動。

Other qualification requirements: (1) This negotiation requires online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) The supplier has a valid business license and a valid safety production permit; (3) The supplier has a third level or above qualification for general contracting of power engineering construction or a third level or above qualification for specialized contracting of power transmission and transformation engineering; (4) The supplier has a license for installing (repairing, testing) electrical facilities (level four or above); (5) The project leader has a registered construction engineer qualification of Level 2 or above in mechanical and electrical engineering; (6) Within the three years prior to the deadline for submitting response documents, there has been no record of any misconduct in government procurement activities;etc。
